Under article 1366, paragraph 5 of the Family Codex

I AUTHORIZE

The Astra Foundation,

Registered in the Central Registry of Corporate Entities engaged in not-for-profit activities for the public good under No. 20031016017, to act as an accredited organization in the business of intermediating international adoptions under the following conditions:

1. The accredited organization shall act as an intermediary only in the following countries: Andorra, Belgium, Italy, France, Switzerland, and the United States of America.
2. The accredited organization shall perform its activities from the following address: Hristo Botev, No. 35, 3^rd Floor, Apartment 11, Sofia.
3. The accredited organization shall not cede or transfer this license.
4. The accredited organization shall display this license in a location easily visible by the organization’s clients.
5. In its activities as an intermediary, the accredited organization shall not charge its clients or partners any honorarium fees exceeding limits on honorariums as decreed by the Ministry of Justice.
6. The accredited organization shall be required to permit access to authorized representatives of the Ministry of Justice at any time to its premises where it maintains documentation.
7. The accredited organization shall be required to supply the Minister of Justice every six months with a report summarizing its activities as an intermediary.
8. The activities of the accredited organization shall conform to the Convention for the defense of children and cooperation in the area of international adoptions, The Family Codex, Order No. 3, codifying the activities of organizations involved in international adoptions.

This authorization shall remain valid until December 23, 2005.
